BRIEF DISCUSSION ON UGC, NCTE, NCERT, SCERT, DIET, UNESCO

FULL FORM – UNIVERSITY GRANTS COMMISSION

CONTEXT

One of the main recommendations of the University Education Commission was to set up a University Grants Commission to determine how financial grants and other matters in higher education could be implemented.

STRUCTURE

UGC was inaugurated on 28 December 1953 by the then Union Education Minister Dr. Abul Kalam Azad. UGC was recognized as an autonomous institution as a result of the Act passed by the Parliament in November 1956. The main center of UGC is located in New Delhi.
Committee of UGC

  1. A chairman
  2. A Vice-Chairman
  3. One of the 10 members nominated by the Central Government and not holding any post in the Central or State Government is appointed as Chairman.
    The tenure of the Chairman is five years or till he attains the age of 65 years.

FUNCTIONS

  1. Efforts will be made to coordinate between the universities which will help in the development of the universities.
  2. To recommend necessary measures for the development of university education and to make suggestions as to how they may be implemented.
  3. UGC University will encourage and enrich the field of research by providing financial assistance to students for research by various fellowships and scholarships.
  4. To maintain the University’s acceptance of examinations and assessment of research standards.
  5. To promote the educational system of colleges and universities and to give them financial support.
  6. Maintaining linkages with State Governments, Central Governments and Higher Education Institutions
  7. Advising the Central and State Governments on the development of university education system.

Full form – NATIONAL COUNCIL FOR TEACHER EDUCATION

STRUCTURE

An Act of Parliament in 1993 gave responsibility to NCTE to improve the quality of teacher education institutions.

FUNCTIONS

  1. Conduct surveys and studies on various aspects of teacher education and publish the results.
  2. To determine the norms of various courses of teacher education. These include fixing the minimum qualifications at the time of admission and formulating the curriculum.
  3. To determine the outline of any new course if any to be started in the approved educational institution.
  4. Fixation of Tutor Fees and other Fees in Authorized Educational Institutions.
  5. To monitor and advise the affiliated institutions from time to time whether they are following the outline laid down by the Council in various fields.
  6. To lay down the evaluation criteria so that authorized institutions can demonstrate their accountability.
  7. Establishing programs at various levels of teacher education and also creating new institutions for reviewing teacher development issues.
  8. To take all necessary steps against commercialization of teacher education above all.

Full form – NATIONAL COUNCIL OF EDUCATIONAL RESEARCH AND TRAINING

STRUCTURE

National Council of Educational Research and Training is among the institutes established by the Government of India for the development of primary and secondary education after independence.
NCRT was established in 1961 as an autonomous institution.

FUNCTIONS

  1. To carry out research work on child psychology educational administration etc. in determining the quality of education at different levels of schools.
  2. Curriculum formulation for school education is the responsibility of NCRT.
  3. Various subject books are published by NCRT at secondary and higher secondary level which are considered as textbooks for CBSC students.
  4. To conduct a one-year secondary teacher education program for graduate teachers.
  5. Science conducts aptitude tests.
  6. Maintaining close liaison with various SCERTs.
  7. Collection and dissemination of all information related to school education.

Full form – STATE COUNCIL OF EDUCATIONAL RESEARCH AND TRAINING

FUNCTION

  1. One of SCERT’s tasks is to take necessary measures to bring about changes in school education and lifelong statutory education in general and teacher education in particular.
  2. Provision of in-service training for teachers working in teacher training institutes for teachers associated with primary to higher secondary level education.
  3. Preparation of curriculum, teaching materials, textbooks etc. suitable for use by teachers and educational institutions from primary to higher secondary level.
  4. Preparation of materials suitable for use in teaching institutions by teachers at secondary and higher secondary levels.
  5. To undertake special projects on education and prepare special plans approved by the Government.
  6. To take up all these SC ST OBC students growth scholarship and other incentive measures.
  7. To inquire into and review various problems of teacher education and curriculum from primary to higher secondary level.

CONTEXT

The National Education Policy 1986 and the Program of Action 1992 suggested the need to establish district-based aid agencies and these district-based aid agencies were called District Institutes of Education and Training.

FUNCTIONS

  1. Provision of pre-service and in-service teacher-training at primary education level in regulated education system.
  2. To provide training and orientation to heads of institutions in institutional planning and management.
  3. To provide support to school alliances and District School Board in educational activities.
  4. Acting as an evaluation center for primary, upper primary schools and non-formal and adult education programmes.
  5. Acting as a learning center or resource center for teacher trainers.
  6. To provide assistance as a consultant to the District School Board.

UNESCO was established on 16 November 1945

CONTEXT

  1. To encourage respect for basic freedoms and human rights on a worldwide scale.
  2. To prioritize the use of technology and scientific advancements in the fight against world issues.
  3. Using worldwide collaboration in the sphere of education to guarantee every person’s access to high-quality instruction.
  4. To prioritize cultural heritage preservation and the advancement of cultural diversity in all nations.
  5. Promote information sharing and enhance international technical communication.
